Does Motorola officially facilitate free software upgrade through any of its websites? On the other hand, does there any official way to know if my mobile has the latest software version or needs update? How I could know the features and solved bugs provided by the newer software versions?

I have bought a nokia phone on may 1 st. so after charging it is not working,after 7th days.( it is a new one ).i told it to shop man but he said nothing here. but there is a mistake. what happend my phone? and can it change or repair? so shop man took it & told that he will change.
